I'm sure this has been asked already.. even think I have asked..

anyway.

What is most important when running a server?

cpu?
ram? (if so.. how much?)
something else?

You really don't need much in the way of hardware.

I'm running on WinServer2003, 2Ghz AMD chip, 2GB ram. So basically, just use an old box you've upgraded from.

Just make sure you have a "fat hose", lots of bandwidth and a GB router. I've had 15+ players on at once without a performance issue.

With computers now, most any CPU/ram setup is fine. Bandwidth is what you really need for smooth game play. Bad pings and intermittent lag will drive people away.
