1) I am wondering if I am the only person in a corp., and I "cby" to reverse aligmnets, will all of the corp assets turn rogue? And also if I claim everything personal, will they go rogue?
2) When invading a shielded planet, I know the quasar shoots when you enter sector. My question is will it cycle again when i destroy sector fighters? Will it cycle when i attempt to land, or wait until all shields have been destroyed?

1) no your assets will not turn rogue when you CBY, whether personal or corporate.
2) The q-cannon will fire in the sector (if enabled)
a. Each time you enter the sector.
b. After attacking sector figs if you dont kill them all in
one shot.
c. Each time you try to leave the sector and there is an
interdictor generator holding you in.
The q-cannon will fire in the planet atmosphere (if enabled)
a. Each time you attempt to land.
b. After the planets shields are destroyed.
Thats my understanding of Cannons, of course I have died plenty of times proving my self wrong.
