The question I have is when I planet drop someone, does that person get hit by the cannon when the planet appears in the sector or does the planet just appear then hits with a cannon when that person tries to get away?

the cannon will only fire when the player does some form of sector entry (http://www.tw-cabal.com)
also there are many types of pdrop, if he is already in the sector and doesnt try to leave, then he wont get hit, only sector entry causes sector Q to fire.

The cannon will fire if he's held in the sector by a Planetary Interdictor Generator (PIG) from a L6 cit and he tries to leave. The PIG will hold them in the sector and the cannon will fire.

well i just scoured the cabal and couldn't find a list of sector entry. i'll list all that i can think of off the top of my head.
1.they warp into the sector (manual, bwarp, twarp)(NOT tow, NOT lifting off their own planet after pwarping in)
2.they enter the game
3.they blow up a planet
4.they blow up a port(?)
5.they try to leave sector and are held by IG
6.if you have figs in sector if they dont destroy them all in 1 wave, they will get hit by the Qcannon and brought back to the attack fig prompt.
7.ummm thats all i can think of off the top of my head.

yeah, but it was something that just wasn't clear. i was under the impression, mistaken though it was, that when the planet entered, the cannon would go off. this false impression was further bolstered by the fact that you never had a full load of fighters on your ship so when i first saw you it appeared that the cannon took your shields and some figs and yet never find the message ' quasar cannon on borg hw fired hitting alarmed with x amount of battle damage'
