In unlimited turn games if you get photoned can you move when the effects of you photons or how do the effects work???

No Gravis it is not always 15 min. The longer the photon duration the longer the engines are disabled.

It's worth noting also, that if you get photoned before you kill a sector fig, you can retreat from the fig and NOT suffer the effects of the photon. I'm not encouraging this, since I think it qualifies as bug usage/cheating, but I see enough players out there doing it that I feel it's better everyone should know how it works. This is as of version 3.11.55.

One way to fight against this type of bug use is to set all of your single deployed fighters as offensive, making a retreat impossible.

Cherokee, I am not too sure about the last part of your answer. I used to play against Silence on Campus's server and he had a script he wrote that would warp him nextdoor and photon. I would get hit by the photon, and was able to retreat, but you can not move from the sector you retreated to till the time was up. The real advantage is that you can then drop a fig and have a corpmate come get you. Thanks Sven. [:D]

well the thing is that your moves are taken away/counted have a move. IE if you port you have to port first then the move is deducted; if you move from a sector you have to move first before the moves are deducted. So when you get hit by a photon has long as you sit idle then you will have all your moves. but as soon as you port, land, move sectors or anything else that take turns you lose all your turns till the time is up.

I hope that made since if not then just tell me to piss off. :)

Cherokee was correct in regards to the current version. Perhaps you were playing on a different version?
