 offensive figs in a sector

i know the figs a player has on them is a factor in the number of figs "fired" at them upon entering a sector...but is it a direct relationship, ie) if u have 10k figs, are 10k used in the attack?

Obi-Wan Kenobi can come back from the dead...remember that!
