I am working on a manual for the TradeWars Academy. I would like to know how to calculate the fuel costs to move a planet from it's starting sector to a sector specified. Does it work the same as a ship, where you take the hops to and multiply by 3 to know how much fuel is needed?

I believe it is 500 units per sector warped.

Yes. There's no difference between planets.

Sorry about that, Helix is right it is 400. For some reason I have always thought it was 500 (may have just been me rounding to make it easier to figure a jump in my head).
