When a fed sector has to many ships in it who gets towed? the last person to log out in the sector or is it random?

Random (insofar as anything computer generated can be).

The order is the one with over 99 fighters , and then its based on who was last to exit out the game.

Not much random about it.

Like Vid said, first everyone with too many fighters is towed. But if there are still too many, then it's random. Unless something changed. Old strategy guides talk about lining FedSpace with fighters and having everyone in your corp log out on an enemy in FedSpace right before extern, in the hope that your opponent gets towed. Then you just cruise the MSLs and kill them.

I took the fig overload tow as a given, but >99 does not get you towed, despite the "urban legend". You are OK with 100 figs, more than 100 gets you towed. Other than that, it is random.

I think that the " >99 figs gets you towed" comes from the fedsafe confusion. Some players used think that they were fedsafe with 1000 exp, whereas, need to be 999 exp or less.
