Exactly what do these settings represent? What is the formula for population growth/loss?

Players who have figured it out might tell you, but I don't make such formulas known.

It has to do with how volatile your colonist population is and how it changes with population level.

What about the planet subtypes? Do they actually do anything, or are they just cosmetic?

They represent various characteristics of a planet. Any part of the game in which the planet class is used, these sub-characteristics are taken into account. I can't really be more specific than that ;) They do matter.
