I can assure you the post about "its always been that way" is not correct.
The very old versions of TW did not have the turn loss, it has had the possiblity % of photon detonation when encountering unexpected forces since photons were added.
You can configure an option in twgs v3.13 and higher.
Open up command center, tedit, select your game then select settings option H General 2.
Option ;
Photon Disables Players YES/NO
Set to NO and no turn loss will result from a Photon detonation.
This will also prevent turn loss when a player launches a photon against another player.
The photon may still blow you up when you encounter a deployed fighter but you wont loose all your turns for the day.
