I don't know if this is truly a 'bug' per se, but this is definitely an undocumented limitation.

These are intentional:
Sectors: 100 to 30,000.
Maximum starports: 10 to 80 percent.
Initial Starports to build: 10 to 80 percent

This probably isn't intentional:
The maximum number of starports that will get built is 19 448 even if you set 24 000 maximum ports (80% of 30 000). 19 448 corresponds to very slightly more than 81% (82% of 24 000 should be 19 680, but it caps at 19 448).

80% of 30k is 24000
80% of 24k = 19200 Intial Ports

I miswrote, it should have been "Initial Starports to build: 10 to 100 percent". The default setting is 95%, but:

sectors 30 000
x .80 (max ports)
================
24 000
x .95 (initial ports)
=================
22 800

But, with these settings, the number of ports it will generate is capped at 19 448.

Sectors: 30,000
Port Density: 65% = 19500

Initial Starports to build: 99% = 19305
100% = 19448, should be 19500
