Post subject:  Timeout in lobby

Since we've been seeing some players dropping carrier at the startup menu and TWGS not closing their connection, I've decided to extend the inactivity timeout to include any prompt in the game. It doesn't matter if you're logged in or not, the inactivity timeout is the same for everyone, so there's no reason it can't be used here. The main benefit of using it is that a session that becomes stranded won't just sit open indefinitely, but it will automatically close as soon as the timeout period expires. This doesn't mean that players can't "squat" at this menu, it just means that they'll have to use their keepalives to do it.

Any issues or concerns about this?
