Photons are already far to powerful in limited turn games.
In a turn game, if you get shot on day 1, with close to full turns, it sets you back massively. Or if you get shot with 1 turn, it's kind of pointless.
In a unlimited game you have to sit out for a minute or two. The effects seem to disproportionate to me.
Me personally I'd like photons to take X turns in limited turn games or even a percentage of turns per day.
i.e. 1-100%.
i.e. the game has 1000 turns/day, photons are set to 10%, you get shot you loose 100 turns. You can't go negative. The risk/reward of doing dangerous tasks then becomes a bit more balanced.
However.. I can live with what they do now because I tend to take a lot more peoples turns than they take mine
