Citadel on terra is not included. And when you press V, there is a timestamp on it.

As survey mentioned,check the timestamp. It will update once an hour. You can use this to your advantage, if you're going to start an invasion and convert mass cash to figs, press v, and you'll have an hour to buy figs and get ready before you oppenent will notice the figs have changed. As to the citadel in your game, I would suspect it is ferrengal.
