You can collide it, but the planet that takes it spot when new planets are made is in turn made to be invincible.

wait a sec.. so i could collide ferrengal, then go pop a planet in my back sector and it would become the invincible planet??

DOes anyone have any info on the best way to set up navhaz sectors in a deadend tunnel for defence?

Lot of questions there :) Sometimes (especially if a planet just has a couple days to level 4), it's in your best interest to fortify it and try to hold it until you can get it out. Hitting nav haz is a sector entry event, same as mines, qcannons, sector figs, etc. Any time you might run into one of those things, you can hit haz too. As to setting up something like 97% nav haz, create 10 planets you don't want then blow them all up. Each planet will add 10% nav haz to the sector. However, since your enemy can create 10 new planets to make it go away, it really don't help much for defense.

Earlier today I had an instance of coming across a sector with 5 planets in it. I'm red in this game, and 4 of the 5 were lvl 2 w/ 25k figs each, 0% off. I used a flagship to place 25 planets in the sector, then moved 200 colonists from the 5th original planet (lvl 1 cit)onto each new one (this further discouraging the instant ZDY). This was porbably a bit of over-kill as destroying all 25 planets is not 250% navhaz. I then built a telepot in the last planet and got around 20k of the colos off before my corpmate and i ran out of turns.
I felt this was the better option since breeching those other 4 planets would have taken around 130k figs from a ISS, and we wewren't willing to spend that much. Plus if they leave the planets there, they only have a 13.3% chance of 4 of the originals surviving, and each specific planet only has a 3.3% chance. I am also positive that neither of this corp's members will have enough turns to get the other 20 colos out of sector, since they were both on before i did it, even though one of them was able to move them to one of the other four planets.

as far as when navhaz effects, my understanding is that when entering a sector it is haz>mines>off figs>sec q-cannon>def/toll figs.
if you specifically want to setup 97% haz, blow 9 planets and 7 scouts in the sector. more likly though, that 97% is started at 100& and has dropped, as it could be dangerous to try and maintain 97% daily (what with hitting it yourself and all).
