I'm looking to find a group of people to play with semi-permanently.
Requirements:

Dependable - I want people who will play their turns daily, who will show up when they say they will. Those with a fairly open schedule are preferred, but it isn't required

Intelligent - I get upset if I have to explain what I want you to do very many times.

Those are the most basic requirements. The only other things that are required is a willingness to be open minded and at least 3-4 months of play. I can teach you how to play red, how to be agressive, etc, but I don't want to teach you what a port is, and I want you to have been around long enough to know you like the game.
